According to the administrative penalty decision of Wenchang City Comprehensive Administrative Law Enforcement Bureau (Wenchang Comprehensive Law Enforcement General Penalty Decision [2025] No. 443), 海南东昇建筑工程有限公司 owed a total of 723,345 yuan in wages to 14 migrant workers, including Tang Yu and Luo Yuguo, for the "Wenchang City New Party School South Residential Project Section 1" in Wencheng Town, Wenchang City. After issuing the "Deadline for Rectification Order" on August 27, 2024, they failed to make corrections in time. By July 14, 2025, they gradually paid 358,345 yuan, still owing 365,000 yuan to 12 migrant workers. The bureau imposed a fine of 15,000 yuan on them in accordance with Article 30, Item 3 of the Labor Security Supervision Regulations.
